                  Explain whether your proposed policy could be enacted through a modification of existing law or regulation or the creation of new legislation/regulation

The proposed policy can be enacted by through performing a modification of existing law. Nurses have direct contact with patients which make them have a clear understanding of factors affecting their health. Since health workers operate using existing policies, they should provide suggestions on how to improve existing policies that affect quality health services. Healthcare attendants have the opportunity to observe various weaknesses of health care system.

 Through their reports, a conclusion can easily be derived on what precautions should be taken to facilitate an effective and efficient solution to patients needs. The policy should be improved in a way that would favor patient needs through considering their standards and level of poverty. The risks of high costs, as well as poor health facilities, makes patients are subjected to life and death extremes. The policy should be modified such that the available funds provided should be well accounted for and be dedicated to improving health sector by provision of better health facilities, and lowering cost of medical services to patients ( Schoen et al. , 2006)

Current policies should be modified to provide easy access of facilities, provision of high-quality services, and focus on improving performance in healthcare by providing better systems of coordinating health systems (Carey, 2006). The impact of health policies is best seen by health attendants while carrying out their duties. Health related problems such as patient safety while in the hospital, satisfaction to services during admission sessions and access to good clinical sanitary services should be revised and be modified to define better policies Lending, 2006).

The compulsory smallpox vaccination law led to the dispute in resolving public health regarding stopping injection of smallpox vaccine to prevent smallpox. During case present in court between Jacobson versus Massachusetts, nurses allegations were overturned. According to the ruling of the court, public interests outweighed individual desires to stop vaccination process (Gostin LO, 2005).The experienced nurses report concerning smallpox was turned down thus affecting health operations. Another judicial ruling that affects public health includes is concerning standard that mandate installation of safety airbags and control of emission of dangerous pollutants in the environment (Chrysler Corp. v. Department of Transportation, 1972). Health sectors provided reports on increased vehicle-related injuries and deaths. However, in the case of Chrysler Corporation versus Department of Transportation (DOT) the safety airbag rule was passed however standards to enforce public health standards were neglected (Motor Vehicle Manufacturer's Association of the U.S., Inc. v. State Farm Mutual Insurance Co.1983).

Communicating with Legislators

An effective advocator should use the skills of communication to convince authorities to listen and gain a perception of others. Persistent communication and increased contact with legislators will increase chances of making the information delivered be understood and influence decision making while legislators and policy makers are making policies. Communication should involve drafting the letter, sending emails, inviting legislators for discussion and directly visiting their workplaces (Su French, & Raven, 1959).

Understanding and Working with Key Role Players

Health attendants should have a close relationship with key role players and work with then in influencing nursing objectives to be implemented. Nurses should use key role players to impact and influence decision made by the legislators. Nurses should target influencing individual like chairperson, members of relevant committee, and political scientist within the policy making body (Milstead, 2012).

Understanding Steps of Legislative Process

 The entire health team must focus to become part of the legislators through registering themselves to the body of legislators. Through having membership access nurses have more power and potential to air their views closely. Registering as legislators members give an opportunity to contribute to different views including matters of improving health disasters and enforce special disaster needs (Hall & Moss, 2000).

Summarize obstacles that could arise in the legislative process and how to overcome these hurdles    

The challenges encountered in enforcing advocacy include having the high competitive environment. Competition between powerful and influencing politicians may guarantee no fruitful success in policies and changes advocated by health workers. Nurses should high convince evidence materials as well as an influential team of politicians. Personal interests may influence decision making among participants at the disadvantage of the majority and especially in risking public health. Nurses should prepare in advance and understand that they should anticipate challenges from and setbacks where they should respond appropriately (Holmes & Gastaldo, 2002). Nurses should possess strong voice and always actively advocate for positive changes for the good health of society.
